Arkansas, Illinois, Iowa, Indiana, Kansas, Kentucky, Michigan, Minnesota, Missouri, North Dakota, Nebraska, Ohio, Oklahoma, South Dakota, Tennessee and Wisconsin, who are (18) years of age [19] if a resident of Nebraska) or older at the time of entry.
