Open to individuals who, as of the Entry date, are a legal residents of the fifty United States and the District of Columbia (excluding every national, state, local or other jurisdiction in which it is prohibited or restricted by any law, statute, regulation or other appropriate authority, and in particular Puerto Rico, U.S. Virgin Islands, U.S. territories, and U.S. military installations in a foreign country), and the greater of eighteen years old or have reached the age of majority in the jurisdiction where the individual resides.
