Open only to legal residents of the District of Columbia or one of the forty-six (46) United States other than Florida, New York, Alaska or Hawaii who are at least the age of majority in the jurisdiction in which they reside (which is eighteen (18) in most U.S. states but is nineteen (19) in Alabama and Nebraska and twenty-one (21) in Mississippi) at the time of entry.
