Both the Nominator and the Nominee must be legal residents of the United States and the District of Columbia. Residents of Rhode Island are not eligible for the Nomination Program. To be eligible, participants must be at least eighteen years old, or the age of majority in their state of legal residence, whichever is older, at the time of entry.
