Open only to persons twenty-one (21) years of age or older who are permanent legal residents of the fifty (50) United States, the District of Columbia or Canada, or are United States or Canadian citizens with a permanent United States or Canadian address and currently residing on an overseas United States or Canadian military installation (collectively an “Entrant”) (excluding the Province of Quebec, Puerto Rico, and all other U.S. territories and possessions) and those who are physically located therein.
