Open to legal permanent United States residents of the fifty United States and the District of Columbia who are eighteen years of age or older (except as follows: nineteen years of age or older in Alabama and Nebraska; twenty-one years of age or older in Mississippi) as of the date of entry, and to legal residents of Canada (excluding Quebec), who have reached the legal age of majority in their jurisdiction of residence as of the date of entry.
